TikTok Shop does not charge a platform “creator fee.” You do. Affiliate commission is a rate you type into Affiliate Center — officially anywhere from 1% to 80% — and it comes out of the same paid price as the 6% US referral fee. Third-party seller guides often quote category floors of 10–20% as if that number were a fee card. It is not. The card is the official US referral schedule. The creator line is a pricing decision.

The only formula that should set the rate
Paid price minus the referral fee, fulfillment, and COGS is the pot you are splitting with creators and yourself. Target margin comes off that pot first. Whatever is left is the maximum creator commission you can offer without going thinner than the margin you already decided you need:

Jewelry and pre-owned SKUs use the dataset’s 5% referral, which lifts SKU A’s ceiling from 30.7% to 31.7% — one extra point, not a new strategy. If Seller Center shows a different referral on your account, replace 6% in the formula and re-run. SKU A: what 10%, 15%, and 20% actually cost
SKU A is the calculator default — $29.99 list, $8.00 COGS, $3.50 self-fulfill. At 0% creator it nets $16.69 (55.7%), which is the number the TikTok Shop Fee Calculator shows before you layer a creator. The table adds only the seller-set commission.

Creator pay = paid price × the rate you set. A 15% offer costs $4.50 — 2.5× the $1.80 referral fee on the same order. None of the creator percentages are platform fees.
SKU B: when a “normal” 15% offer is already too rich
Category floors only work on SKUs that still have leftover after the 6% referral, COGS, and shipping. SKU B is the same $8.00 product cost on a $19.99 ticket with $4.50 shipping — a common mid-ticket shape for accessories and small home goods.

At a 25% target, SKU B’s ceiling is 6.5% ($1.29). A 15% Open Plan rate — the number many third-party posts treat as a default — leaves a thin 16.5% margin. The leftover before your cut is only $6.29.
That is the decision rule: if the Seller Center recommendation sits above your ceiling, you do not “meet the market.” You either raise price, cut COGS or shipping, accept a thinner margin on affiliate-attributed units, or keep Open low and spend Target budget only on creators with a proven conversion history. Dropshipping invoices have to survive the same stack — a supplier quote from AutoDS* or Zendrop* is only usable if landed cost still leaves room for 6% plus the creator rate you actually intend to publish.
Open vs Target: two rates, one override
TikTok’s Seller University page on setting up affiliate collaborations (dated 2026-07-16) is the rulebook:
- Open Collaboration — a public rate on selected products or the whole shop, visible to all eligible creators. You can require approval. Range: 1–80%.
- Target Collaboration — an invite to named creators on named products. Range: 1–80%. Creators can promote as soon as they accept.
- A product can sit in both. Target always overrides Open for that creator, even if Open is higher. TikTok therefore recommends setting Target above Open.
- You can set a separate Shop Ads commission. If you leave it unset, ad-attributed sales use the standard rate. Official guidance: a Shop Ads rate must be at least one-third of the standard rate. Boosting a creator video does not waive their affiliate commission.
- Cutting an Open rate typically leaves already-promoting creators on the old rate for a 30-day grace period. Treat a cut as a 30-day liability, not an instant saving.
On SKU A, a 12% Open rate costs $3.60. A 18% Target invite costs $5.40 — a $1.80 premium, equal to the entire $1.80 referral fee on the same order. That premium is only rational if the invited creator’s attributed conversion (or the content you will Spark later) is worth one extra platform-fee-sized slice. It is a bid, not a default.
Seller Center can auto-apply a recommended Open rate from the median among the top 30% of recent category performers. Use that as the market number, then run the ceiling formula. If the recommendation is 15% and your ceiling is 6.5%, the recommendation is a recruiting price you cannot pay on that SKU.
Discounts, FBT, and samples eat the same leftover
Creator commission moves with the order’s commission base. A seller-funded 20% off SKU A drops the paid price to $23.99. At a 15% creator rate the commission falls from $4.50 to $3.60, and the 6% referral falls with it — but you also gave away $6.00 of revenue. Net profit on that discounted, creator-attributed unit is $7.45 (31.1%, healthy), versus $12.19 at list. Switch SKU A from $3.50 self-ship to FBT and the leftover moves again. At a 15% creator rate, the dataset’s typical small-to-medium FBT band ($3.58–$8.00) leaves $12.11 (40.4%) at the low end and $7.69 (25.6%) at the high end. Heavier or oversized SKUs sit above $8.00 — pull the tier from the FBT rate card before you publish a Target invite on a bulky item.
Free samples are not a commission line. They are units you do not get paid for. Budget them as customer-acquisition cost (product + outbound shipping, or the FBT sample movement) and decide per creator, not as a shop-wide percentage. Refunded samples — the creator buys, you refund after they post — tie up cash until the refund clears. Official Affiliate Center documents the toggles; they do not publish a “typical sample cost.”
How to pick a number this week
- Run each hero SKU through the TikTok Shop Fee Calculator at list and at the deepest discount you will actually run. Write down leftover after the 6% referral, COGS, and fulfillment.
- Subtract the margin you need on affiliate-attributed units. What remains is the ceiling. On SKU A that is 30.7%; on SKU B it is 6.5%.
- Open Affiliate Center. Note the recommended Open rate. Publish Open at min(recommendation, ceiling), not at a blog’s category floor.
- Spend the gap to Target only on named creators. A 18% Target on SKU A costs $1.80 more than a 12% Open rate — one extra referral-fee-sized slice. Require a sample post or a prior conversion before you pay it.
- If you will put paid distribution on creator videos, keep the contribution margin and run it through the break-even ROAS calculator. Affiliate commission is already gone before the ad dollar is spent. At a 15% creator rate, SKU A cannot be discounted below about $14.56 before the unit loses money with self-ship.
